The State Government has implemented the Right to Free and Compulsory Education Act-2009 for the children of the Government of India with effect from 1/4/2010.  Accordingly, Std-8 has been included in the primary schools of Std-1 to 7 in the state.  
In primary education in the state, Std-1 to 8 is divided into two sections namely primary education and Std-6 to 8 upper primary education.  Due to such changes, training graduate teachers are being recruited for higher primary education standards 6 to 8.  Before this division, i.e. before June 2010, recruitment was done only for primary education (Std. 1 to 7).  
This also included teachers/teaching assistants with higher primary education qualifications.  Therefore, teachers/teaching assistants who are qualified for such higher primary education are now appointed in primary education for the purpose of giving them the opportunity to do teaching work according to their qualifications, but those teachers who are qualified to be higher education teachers  The matter of inclusion of 6th to 8th upper primary schools was under consideration of the Government.  The Government considers this matter carefully and decides as follows.

To ensure the accessibility of the school for the students, the Government of India is currently planning to set up a primary school at a distance of one kilometer from each other.  Children who do not go to school will be counted.  
Both of these types of children can be taken to school.  An enrollment week is celebrated when the school starts so all school going children are ensured 100 per cent enrollment.  It is important to note that enrolling in a school without enrollment is a daunting task.  
Admission to school is a must for all 18 year olds.  There are many families that have been given facilities like daily attendance allowance, free travel pass, free lunch for the children to stay in the school.  And new teaching facilities are being experimented with to improve their attendance.  
The view is that every child should be provided with a high quality education according to his / her ability so that he / she can get a lower level of learning.  They have to improve the qualifications, basic facilities like drinking water, toilets, faculty training and teachers.
